On July 1, 1966, BlueCross BlueShield of South Carolina became the South Carolina contractor for Medicare. As we continued to win several government contracts throughout the nation, the Government Programs division began doing business as Palmetto Government Benefits Administrators. Palmetto GBA is now incorporated as a wholly-owned subsidiary of BlueCross BlueShield of South Carolina.

| Palmetto GBA has created a strategic plan that drives alignment of the entire organization's activities and priorities. The alignment begins at the enterprise level and drills down to the performance of individual associates. The strategic function at the top determines the direction of Palmetto GBA for a three-year planning window. The strategy transitions from a high level strategic focus to a tactical approach to individual work processes and tasks. Palmetto GBA's strategy is based on a clear line of sight from the performance of associates to the organization as a whole. Palmetto GBA believes that every associate is critical to the company's success and therefore, each person is accountable to perform at exceptional levels, while demonstrating an uncompromising commitment to integrity.
